We support adults 18+ who are transitioning out of foster care, correctional settings, treatment programs, or any situation where structured independent living makes sense. Specialized programs are also available for young adults ages 18–24.

Are there fees involved in your programs?+

Most of what we offer is funded through state and county programs, Medicaid waivers, or direct agency partnerships. Our team works with each resident to uncover every available funding source — cost rarely stands in the way.

How long do residents typically stay?+

There's no fixed timeline — some residents reach full independence within 3–6 months, while others benefit from 12–24 months of ongoing support. Your timeline follows your goals, not a rigid calendar.

Can a case manager or social worker make a referral?+

Definitely. We accept self-referrals, family referrals, and professional referrals from case managers, social workers, healthcare providers, and partner agencies. Expect a response within 24 business hours.

What should I expect during the initial consultation?+

My name is Latesha Wilson, and I am the co-owner of Hands of Promise alongside Angela McFadden. We are committed to building a supportive organization focused on helping individuals and strengthening the community.

Angela McFadden has a background in service and previously retired from the Department of Disabilities and Special Needs. Her passion for case management and helping those in need continues to inspire the mission of Hands of Promise.

Together, we are dedicated to creating opportunities, providing support, and building a positive environment where people feel respected, valued, and encouraged to succeed.

These rules define the standards and structure that keep Hands of Promise a safe, respectful, and supportive community for every resident.

I
Safety, Sobriety, and Conduct (Zero-Tolerance)

These rules protect the safety and well-being of all residents and staff — they are non-negotiable.

  • Zero Tolerance for Substances: The possession, consumption, or presence of illegal drugs, unauthorized prescription medications, or alcohol is strictly prohibited on the property.
  • Contraband: No resident shall possess weapons, drug paraphernalia, or any other items deemed illegal or hazardous by management.
  • Violence and Threats: Physical, verbal, or emotional abuse, threats, harassment, or intimidation toward any resident, staff member, or guest will result in immediate termination of residency.
  • Background Check Compliance: All applicants must consent to and pass a criminal background investigation before placement.

Residence Accountability and Structure

These rules enforce the high-structure environment designed to support stable living.

  • Curfew: All residents must observe the established nightly curfew of 10:00 PM unless documentation of verifiable employment or school schedule requires an exception.
  • Mandatory Check-Ins: Residents must participate in required scheduled house meetings and check-ins with management for progress monitoring and support coordination.
  • Respecting Privacy: Entry into another resident's room or personal belongings without their explicit permission is strictly prohibited.
  • Quiet Hours: Quiet hours are enforced between 10:00 PM until 7:00 AM to respect the sleep and recovery schedules of others.

Financial and Tenancy Responsibility

These rules ensure the sustainability of the housing and the resident's financial independence.

  • Rent Payment: Rent is due in full on the 1st of every month, without exception. Late fees will be applied after the 5th of the month.
  • Property Damage: Residents are financially responsible for any damage caused to their room or common areas beyond normal wear and tear.
  • Insurance: Rent covers all utilities and common services. Renters insurance is highly encouraged but is the resident's sole financial responsibility.
  • Guests & Visitors: All overnight guests must be pre-approved by management. Unauthorized long-term guests are not permitted.

Commitment to Independence and Goals

These standards reflect the personal commitment every resident makes toward long-term independent living.

  • Productive Engagement: Residents are expected to engage in productive activity — employment, education, vocational training, or structured volunteer work — as part of their path toward long-term independence.
  • Personal Hygiene & Room Upkeep: Residents are responsible for maintaining personal hygiene and keeping their living space clean and orderly at all times.
  • Shared Space Responsibility: All residents contribute to keeping kitchens, bathrooms, and common areas clean. Assigned chore rotations must be completed promptly.
  • Mental Health & Medical Compliance: Residents must maintain any prescribed mental health or medical treatment plans to preserve stability and safety within the community.
  • Respect & Communication: Disagreements are resolved through respectful dialogue. Concerns or conflicts should be raised with management promptly and professionally.
Agreement & AcknowledgmentBy signing a residency agreement with Hands of Promise, every resident acknowledges they have read, understood, and agreed to abide by all house rules. Violation of these rules may result in disciplinary action, up to and including termination of residency.
